Body

BACKGROUND:
At the June 2020 Water & Sewer (W&S) Department's operating budget workshop, staff requested the needed funding to update our RRA and ERP, as required by America's Water Infrastructure Act (AWIA). The funding for this project was subsequently approved by City Council with the approval of the fiscal year (FY) 2021 W&S operating budget.

The AWIA enacted in October 2018, section 2013 requires community (drinking) water systems serving more than 3,300 people to develop or update risk assessments and emergency response plans. The law specifies that the RRA and ERP components must be updated every 5 years. This new act is broader than other assessments related to risks and resiliency and specifically calls out the risks of "natural hazards" that have not been assessed by utilities in the past under previous acts. Based on the size of the City's water system, the risk assessment must be submitted to the EPA to certify compliance with the Act by June 20, 2021. The consultant needs a minimum of six months to prepare the assessment.

The City solicited a proposal from a consultant (CDM Smith, Inc.) with experience in preparing assessments meeting the requirements of AWIA. CDM Smith, Inc. is one of the City's continuing professional consulting service providers (contract 2020-20) for water and wastewater engineering services.
