BACKGROUND

At the June 2020 Water & Sewer (W&S) Department’s operating budget workshop, staff requested the needed funding to update our RRA and ERP, as required by America's Water Infrastructure Act (AWIA).  The funding for this project was subsequently approved by City Council with the approval of the fiscal year (FY) 2021 W&S operating budget.

 

The AWIA enacted in October 2018, section 2013 requires community (drinking) water systems serving more than 3,300 people to develop or update risk assessments and emergency response plans. The law specifies that the RRA and ERP components must be updated every 5 years. This new act is broader than other assessments related to risks and resiliency and specifically calls out the risks of “natural hazards” that have not been assessed by utilities in the past under previous acts. Based on the size of the City’s water system, the risk assessment must be submitted to the EPA to certify compliance with the Act by June 20, 2021.  The consultant needs a minimum of six months to prepare the assessment. 

 

The City solicited a proposal from a consultant (CDM Smith, Inc.) with experience in preparing assessments meeting the requirements of AWIA.  CDM Smith, Inc. is one of the City’s continuing professional consulting service providers (contract 2020-20) for water and wastewater engineering services.

 

Staff has reviewed the proposal and concurs that the scope of work meets the City’s needs and hereby recommends the award of consulting services to CDM Smith, Inc. for this effort.

 

FUNDING SOURCE / FISCAL IMPACT: This project is funded in the FY 2021 Operating Budget, account 4005363-523100 approved by Council.

 

RECOMMENDATION

Staff has reviewed the proposal and recommends that City Council authorize the City Manager to issue a purchase order to CDM Smith, Inc for professional consulting services in the amount of $95,700 to prepare, submit, and support the WS Department RRA and ERP as required by the AWIA.
