BACKGROUND:
At the request of the City Council, the Public Works Department advertised bids for the construction of the Durnford Way Parking and Stormwater Project. The project consists of the improvements to the Durnford Way, a City alley between Saturn Court and Amazon Court, a distance of 0.22 miles. Work includes construction of parallel parking spaces, stormwater drainage systems with a new outfall and security fencing along the southerly alley property line.

This bid (ITB #2022-002) was advertised on 10/8/21, 1,041 suppliers were notified, 28 downloaded the bid package and on 11/18/21 City received the below three (3) bids:

1. Coastal Concrete Products, LLC $ 978,657.30
2. Quality Enterprises USA, Inc. $1,186,949.55
3. Bonness, Inc. $1,615,131.28

The award of the Bid for the construction is recommended based on the lowest responsible bid.


FUNDING SOURCE / FISCAL IMPACT:
Funding for this project will come from several sources. The Infrastructure Sales Surtax will contribute $544,000.00 and additional funds for this project are within the FY22 "pay as you go" Capital Improvement Program under G/L No. 3005410-606300-16027 (Citywide Drainage Improvement Projects) in the amount of $314,090.96. The remainder of the funding, $121,566.34 will come from the Asset Replacement Fund.


RECOMMENDATION:
Staff has reviewed the bid submittals and supporting documents and recommends the bid be awarded to Coastal Concrete Products, LLC, in the amount of $978,657.30, which includes a City controlled contingency of $88,968.30.
