Discussion - Vacation Rental Registration Program

BACKGROUND:
At the August 16, 2021 City Council meeting, the Council directed staff to place a vacation rental registration discussion item on a future agenda, in coordination with an updated noise ordinance and fining report.
The attached report provides Council members with various items to consider that could be included in a vacation rental registration program. If the Council chooses to consider a vacation rental registration ordinance, staff will use the direction provided on these topics to draft an ordinance for Council consideration at a future meeting.
FUNDING SOURCE / FISCAL IMPACT:
As the attached memo notes, there will be costs associated with purchasing additional permitting software licenses as well as additional staff in Code, Building Department, Finance, and Fire Department to manage the vacation rental program, conduct inspections, and enforcement. Depending on Council direction, staff will bring back estimated costs and registration fees with a draft ordinance.
RECOMMENDATION: Discuss and provide direction to staff.
