Ordinance - First Reading - Noise Control Amendments

BACKGROUND:
On October 5, 2020, the City Council passed an updated noise ordinance, which included increased fines, as well as establishment of decibel and plainly audible thresholds. At that time, the Police Department and City Council agreed that a 6-month review would be conducted to evaluate the changes and effectiveness of the new ordinance. Based on input from City Council, members of the community, and city staff, the following new recommendations are being presented.
FUNDING SOURCE / FISCAL IMPACT: N / A
RECOMMENDATION:
• Move the time period for plainly audible from 8 pm - 10 pm
• Increase decibel levels during the day from 66 Db to 68 Db in residential zones
• Change the times associated with decibels in residential zones to match the commercial zones times: 7 am - 9 pm (Day) and 9 pm - 7 am (Night)
• Continue with current fine fields
