BACKGROUND:
At the request of the City Council, the Public Works Department advertised bids for the Construction of the Fruit Farm Creek Restoration Culvert Installation Project. The project consists of the installation of four (4) sixty-inch (60") culvert pipes under San Marco Road to allow for the transfer of tidal flows across the roadway Right-of-Way.

This bid (ITB #2021-019) was advertised on 8/6/21, 971 suppliers were notified, 28 downloaded the bid package and on 9/16/21 the City received five (5) bids as follows:

1. Quality Enterprises, USA, Inc. $1,588,271.11
2. Coastal Site Development $2,130,390.00
3. Custom Built Marine $2,351,626.00
4. Douglas Higgins, Inc. $2,572,780.00
5. Metro Equipment Service $2,599,368.00

This project included a bid alternate to provide for Directional Drilling of the utility deflections in two separate locations. It is staff's opinion that the acceptance of the Directional Drill Alternate will provide a superior installation final product. Therefore, the low bid from Quality Enterprises USA, Inc. will be adjusted to include the alternate pricing.

The award of the bid for the construction is recommended based on the lowest responsible bid, including the Directional Drill Alternate.

FUNDING SOURCE / FISCAL IMPACT:
Funding for this project will come from the State of Florida, Florida Fish and Wildlife Conservation Commission Grant Contract No. 20057, in the amount of $2,300,000.00, executed by the State on May 24, 2021.

RECOMMENDATION:
