Title
Resolution Authorizing the Lease/Purchase of 2021 TYMCO Model 600 Street Sweeper in the amount of $ 363,232.00 under Florida Sheriffs Association Contract # FSA20-EQU18.0
Body
BACKGROUND:
Street sweeping has been proven to reduce the impacts of harmful pollutants from roadway surfaces from entering the island waterways prior to the first intense rainfall. Without this process, harmful pollutants will continue to impact the island canal waterways.
The City of Marco Island Stormwater Management Program, which was developed for our MS4 Permit in 2015, included a street sweeping program as a measurable goal. The measurable goal includes documenting how many miles of roads that are annually swept and the amount of trash and debris collected. Due to changes in reporting requirements, the City currently has no means of complying with this measurable goal. Without the purchase of this sweeper, we are in violation of our permit and will be subject to fines to be determined.
The Public Works Department is requesting additional capital funding to purchase a new Sweeper Truck that was presented at the Capital Budget Workshop on June 21st.
FUNDING SOURCE / FISCAL IMPACT:
The initial cost included in the proposal was estimated at $327,531. Since then, the price, $363,232, has increased due to contractual changes in the new Sheriff contract pricing tables as well as possible adjustments due to current issues in the supply chain, and the microchip shortages.
The fiscal year 2022 Budget includes an amount of $67,000 for both P&I (Principal and Interest), which more than covers the P&I payment of $37,482 in the first year.
The lease amount is not to exceed $74,964 annually for a total of $374,818 over 5-years.
Truist Bank has included an interest rate of 1.15% over a 5-year term in their proposal. (Doc...
