BACKGROUND:
On October 1, 2019, the City was invited to attend a discussion meeting conducted by the Florida Fish and Wildlife Conservation Commission (FWC) on the topic of the Restoration of Mangroves at Fruit Farm Creek.
The discussion centered around the necessity of installing large culverts under San Marco Road at locations identified during past hydrological studies. Offers were made to the City of Marco Island (City) to become a partner in the project along with the Florida Department of Environmental Protection (FDEP). It was jointly agreed by the parties that the FWC, the FDEP and the City would partner together to accomplish the Fruit Farm Creek Mangrove Restoration, by implementing a project to improve the habitat, ecology, and water quality in the Rookery Bay National Estuarine Research Reserve within Collier County.
During late 2019, the FWC enlisted J.R. Evans Engineering to provide design plans, specifications and bid documents to allow this project to go to bid and eventually be constructed. In February 2020, FWC provided a draft contract agreement to the City and to the FDEP. Subsequent to that initial submittal there have been numerous reviews and revisions. Our City Attorney and Contracts Manager provided detailed input to qualify the City's obligations under the contract agreement.
Our scope of service under the contract is to provide services to advertise the project for bidding, open bids and award a construction contract. The City shall also provide construction phase services to monitor and inspec...
