Title
Authorize the City Manager to Issue a Purchase Order to Quality Enterprises USA Inc., for the Goldenrod Bridge Water Main Replacement in the Amount of $128,700.00 under the City's Public Infrastructure Construction Services Contract #2021-006
Body

BACKGROUND:
The 6-inch steel water main attached to the Goldenrod Bridge was installed in the mid 1980's. The 40-year-old pipe is substantially corroded and needs to be replaced. Last year, emergency repairs were performed on this pipe preventing a failure, which would have caused damage to the bridge embankment. This request is to install a new 8-inch ductile iron watermain attached to the Goldenrod Bridge using stainless steel pipe hangers. The work includes the installation of a temporary watermain, removal and disposal of the existing 6-inch steel pipe, and the installation of a new 8-inch ductile iron watermain.

The W&S Department's approved 5-year capital improvement program includes funding for "Main Improvements", which include improvements to watermains, wastewater force mains, and gravity mains. This project was presented to City Council as part of the FY21 W&S CIP presentation and funding was subsequently approved.

The City has established contractual agreements with eight (8) qualified contractors for this type of work (Public Infrastructure Construction Services, contract 2021-006). Work awarded under this contract is for projects in which the estimated construction cost does not exceed $300,000. City staff requested quotes and received responses from four (4) contractors from the above-mentioned list. The below quotes were received:
