BACKGROUND:
On March 13, 2020, the President declared the ongoing Novel Coronavirus Disease 2019 (“COVID-19”) pandemic of sufficient severity and magnitude to warrant an emergency declaration for all states, tribes, territories, and the District of Columbia pursuant to Section 501(b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5207 (the “Stafford Act”). State, Territorial, Tribal, local government entities, and certain private non-profit organizations are eligible to apply for Public Assistance.
The State of Florida has made $1.275B of CRF funds available to county governments with populations fewer than 500,000 from the state allocation from the U.S. Treasury.
The Collier County Board of County Commissioners created the Collier Cares program to disburse CRF funds.
The latest Treasury guidance and State have advised that as a matter of administrative convenience, all public health and safety employees meet the substantially dedicated test, and as such their entire payroll costs are eligible to be covered by the CRF.

RECOMMENDATION: Adopt Resolution approving the Collier County Board of County Commissioners Agreement for COVID-19 funding and authorizing the City Manager to execute the grant agreement.
POTENTIAL MOTION: “I move to approve Resolution 20-47, approving the Agreement for COVID-19 funding, authorizing the City Manager to execute the agreement.”
