Ordinance - First Reading - Amending Florida Building Code

BACKGROUND:
The Florida Building Code is updated every three years by the Florida Building Commission. All enforcing agencies in the State of Florida must locally adopt the Florida Building Commission's latest edition.
Local Amendments
Per F.S. 553.73(4)(a), municipalities are authorized to make local amendments to its building codes, provided they are not less stringent than the minimum standards described in the Florida Building Code.
Significant changes
There is a new section 118.7, which was added to synchronize the Florida Building Code's floodplain requirements with the requirements adopted by the City of Marco Island's Floodplain Ordinance 20-04.
The Florida Building Commission has adopted certain recommendations made by FEMA's Mitigation Assessment Team (MAT) Program. FEMA's MAT Program evaluated the performance of buildings in response to Hurricane’s Irma and Michael. A few of their recommendations were to provide more detailed inspections and provide better attachments for soffits and siding as these two building elements did not fare well in their evaluation. Also, risk category four structures (e.g., police and fire stations) must now be designed to withstand 190 mph winds (an increase of 5 mph) in our wind speed area.

Staff recommends for City Council to approve the proposed ordinance.
