Body
BACKGROUND:
To implement measures to reduce or eliminate long-term risk to people and property from natural hazards and their effects, the Federal Emergency Management Agency (“FEMA”) provides funding of statewide comprehensive local hazard mitigation projects through Section 404 - Hazard Mitigation Grant Program (“HMGP”). Due to the Presidential Disaster Declaration for Hurricane Irma, the City of Marco Island is eligible to receive funding for mitigation projects developed to reduce local vulnerability to identified hazards.
FEMA utilizes the State of Florida Department of Emergency Management to serve as the pass-through entity responsible to carry out the federal grant program.
City staff submitted eight (8) Hazard Mitigation projects to the State of Florida Department of Emergency Management following endorsement of the projects by the Collier County Local Mitigation Strategy Working Group.
On November 8, 2019, FEMA announced grant funding approval of mitigation project 4337-245-R, Sixty Sanitary Lift Stations, Portable Generators. The grant provides $2,490,000.00 of federal funds towards this $3,320,000.00 mitigation project. The City is responsible for the local share funding of $830,000.00.
The project shall provide protection to the wastewater lift stations and RO wells, by purchasing 100 kW portable generators for sixty (60) sanitary lift stations and RO wells and providing the generators hook-up connections. The generators shall be stored in the North Water Treatment Plant (NWTP) warehouse located at 807 E. Elkcam Circle, Marco Island, Florida 34145. The project shall allow the city to maintain the facilities operational during future power outages.
The generators shall be stored at a location protected against a 500-year flood event or located outside the Special Flood Hazard Area (SFHA) and shall be protected against wind with a rated enclosure based on their location requirements. Activities shall be completed in strict compliance with Federal, State and Local Rules and Regulations.
