BACKGROUND:

At the September 3, 2019 meeting, City Council agreed to invite Lobbyist Ron Book to this meeting to participate via telephone to discuss the City's funding requests.

Attached is the letter dated August 12, 2019 announcing the date of the 2019 Collier County State Legislative Delegation's Public Hearing on October 30, 2019 and the requirements for proposing local bills and local budget requests. This year the City is not proposing any local bills.

Suggested priorities proposed by staff include:

* Water and Sewer Department - Isle of Capri Sanitary Sewer Collection System Design. The Isle of Capri community is located within the City's wastewater service area. Isle of Capri is a low-lying coastal area connected to the Gulf of Mexico. Most the area's single-family homes are on septic systems with limited filtering capabilities between the drainfield and receiving waters. Nutrients in the effluent of septic systems help promote algae blooms, which have a negative impact on receiving waters. This funding would be used to help fund the design of a centralized sewer collection system for the area. The design cost is estimated at $700,000.

* Public Works Department - San Marco Road Tide Leveling / Flushing Improvement Project. Tide leveling and canal flushing is an integral part of the City of Marco Island's Master Plan for water pollution control. During the original development of the island, the tide leveling/flushing structures and piping were omitted from the development due to funding restrictions. This project will improve the water quality in two large basins separated by a major arterial roadway, San Marco Road.
