Update to City Council’s Rules of Procedure - Chair Erik Brechnitz

BACKGROUND

 

As suggested by Councilor Roman at the March 4, 2019 meeting, Chair Brechnitz offered to update City Council’s Rules of Procedure for Council’s consideration. 

 

At the July 15, 2019 and August 19, 2019 meetings, Councilors provided comments and suggestions for changes.  For Council’s consideration, the following modifications have been made and added to the amended document:

 

                     Page 2, Section 2(b) - “The agenda format shall be generally as follows include:”

                     Page 2, Section 2(b) - “…citizens’ comments on items not on the approved agenda”

                     Page 2, Section 2(f) - “…with any time extension at the discretion of the Chair.”

                     Page 2, Section 2(f) - “Council may allow individuals to cede time to another, in which case the maximum time shall be ten (10) minutes eight (8) minutes.”

                     Page 3, Section 3(f) - “Council Communications will be prioritized in the event the Chair changes the order of items.”

                     Page 7, Section 7(b)(8) - “If a Councilor is mentioned by name, the Chair will ask the Councilor if he/she would like to respond.”

                     Page 7, Section 7(c)(3) - “Act with decorum toward other Councilors, staff, and all other citizens.

                     Page 8, Section 8(c)(3) - “Each Councilor shall limit his or her comments to five (5) minutes with additional time as requested ten (10) minutes with additional five (5) minute time periods if requested, at the discretion of the Chair.

                     Add a section for “Items Removed from the Consent Agenda” to follow “Resolutions and Council Items.”
