BACKGROUND

In May of 2000, the City of Marco Island, Florida completed a comprehensive Stormwater Master Plan (SWMP) in order to identify and prioritize flooding with the City and to eliminate or reduce the drainage problems.  Drainage improvements in the San Marco Road area between Collier Boulevard and Landmark Street were identified as one of the top ten (10) priorities in the City.  On an annual basis, the City has made significant improvements to five (5) of the highest priority areas.  This project is now one of the City’s top five  (5) remaining improvement areas.  San Marco Road between Collier Boulevard and Landmark Street floods during storm events.  Flooding inhibits the movement of emergency vehicles, affecting the health and safety of the local citizens.

 

This project will upgrade the existing infrastructure along the San Marco Road corridor from Collier Boulevard easterly to Landmark Street and the surrounding residential side streets and neighborhoods to the recommendations provided in the SWMP.  While subject to final engineering design, the proposed stormwater improvements will consist of upgrading existing roadside swale areas, replacing failing corrugated metal pipe, addressing road crossings, alleviating capacity by redirecting flow, and removing pipes with negative slopes. Proposed improvements will eliminate flooding for 25-year critical events and reduce 100-year critical event flooding by fifty percent.  See the attached map.

 

This project is included within the State of Florida Department of Environmental Protection Grant Program for FY19 as Agreement Number LP1107B in the amount of $700,000.00.

 

Kimley-Horn and Associates, Inc. is an approved engineering service provider under our current engineering Services Contract No. 19-012.

 

FUNDING SOURCE / FISCAL IMPACT

Funding for this survey and design portion of the project will come from the Public Works FY19 Capital Improvement Program recurring funding account No. 3035410-606300-19063, which contains $125,000.00 for this survey and design project.

 

RECOMMENDATION

Staff has reviewed the proposal and the scope of the work and recommends that the City Council authorize the City Manager to prepare and approve the Purchase Order to Kimley-Horn and Associates, Inc. in the amount not to exceed $124,980.00.
