Appropriation of Funds and Contract Award to Kimley-Horn and Associates, Inc., for Veterans' Community Park Design Services, in an amount not to exceed $594,950.00.

BACKGROUND:
On April 10, 2018, the City entered into a contract with Kimley-Horn and Associates for preparation of an updated Master Plan for Veterans' Community Park. The final Master Plan has been completed and was adopted by the City Council on March 18, 2019. The Council also authorized the City Manager to negotiate with Kimley-Horn for a scope of work and fee for design of the park improvements included in the plan.
The Council has since decided to proceed with design based on using the Construction Manager at Risk method of construction of the park improvements. Accordingly, Kimley-Horn has prepared the attached Scope of Services for completing the design of park facilities and providing construction phase services. This work will involve the following steps:
1. Preparation of a Preliminary Site Plan
2. Final Site Plan development
3. Permit applications to the City, SFWMD and FDEP
4. Construction Manager coordination
5. Construction phase services
6. Architectural services for the bandshell and restrooms, including schematic design, design development and construction documents
All these services are described in detail in the attached proposal. Each step in the process involving design of park features will require Council approval of the design before final construction documents are prepared.
ATTACHMENT A - SCOPE OF SERVICES should be adopted as an Addendum to the City's existing contract with Kimley-Horn. This Addendum describes in detail the services listed under Phase 3 - Future Tasks, Task 9 - Construction Documents/Permitting in Contract 17-018.
FUNDING SOURCE / FISCAL IMPACT:
