 Approve an Interlocal Agreement for an Advanced Life Support Partnership between Collier County and the City of Marco Island.

BACKGROUND

Under Florida Law, in order for a department to provide paramedic services, it must be licensed by the State of Florida as an Advanced Life Support (ALS) provider.  The City of Marco Island does not have its own ALS License and therefore in order to provide services must be licensed under Collier County EMS if it is to provide services.

 

Collier County requires that the City of Marco Island enter into an interlocal agreement in order for our personnel and vehicles to have the capability to provide paramedic services.

 

The City and County staff have been working together on an updated agreement and the attached agreement has been approved by the Collier County Commission on 7/9/2019.  Some of the conditions contained are as follows:

 

1.                     The City of Marco Island personnel will work under the Collier County Medical Director.

2.                     The City of Marco Island will utilize the expanded non-transport medical protocols.

3.                     The City of Marco Island will be responsible for all medical supplies and equipment carried on our vehicles.

4.                     The City of Marco paramedic will be required to accompany the patient to the hospital on all patients that have received ALS treatment beyond an ECG, EKG and IV by the Marco Island paramedic or that will require treatment beyond these procedures per protocol.

 

FUNDING SOURCE / FISCAL IMPACT:  Fire Rescue City Operating and Capital Budget for FY 19 and 20.

 

RECOMMENDATION:  Authorize the City Council to execute the agreement and allow the City Manager to continue negotiations with Collier County.
