BACKGROUND:
The City has 20 brackish water wells (of which only 14 are in service) which provide source water for the south water treatment plant (SWTP) reverse osmosis (RO) filtration and treatment process. These 14 wells provide approximately 28% of the City’s drinking water. The wells are
experiencing declining production capacities due to carbonate mineral precipitation, which is a common occurrence in limestone aquifer wells. The precipitate clogs the porosity in the well walls, resulting in greater drawdown which ultimately results in failure of the well to produce water. The wells have reached a critical point where rehabilitation is needed for all the wells. This contract award and purchase order authorization addresses the first pair of wells that need rehabilitation. Staff will be requesting approval in the renewal, replacement, and improvement budget starting in FY 20 for a well maintenance program to evaluate and rehabilitate all remaining wells.
The City publicly bid the acidification of well’s 17 and 18 and opened the following five bids on April 25, 2019:

All of the above bids include a 10% owner’s contingency allowance. City Staff and the City’s consultant reviewed the bids and recommend the award of Contract to All Webbs Enterprises which submitted the lowest, responsive, and responsible bid.
Additionally, Water Science Associates (WSA) is the City’s hydrogeology consultant for this project. WSA has a Contract (#14-007) with the City to provide these types of services. WSA provided a proposal, dated March 6, 2019 for well rehabilitation oversight services in the amount of $29,500 associated with the acidification of these wells. Staff has reviewed the proposal and recommends that a purchase order be authorized for these services.
FUNDING SOURCE / FISCAL IMPACT:
Funding for this project is provided in the FY 19 Water and Sewer Renewal, Replacement, and Improvements fund of the Capital Improvements Program (CIP), project number 430-5300-5336-606400-19039
RECOMMENDATION:
1. Award a Construction Contract to All Webbs Enterprises, Inc. for acidification of RO Production Wells #17 and 18 in the amount of $192,500.
2. Authorize the Issuance of a Purchase Order to Water Science Associates in the Amount of $29,500 for Well Rehabilitation Oversight Services Associated with the Acidification of RO wells #17 and 18
