Dissolution of Interlocal Agreements between Collier County Public Schools and City of Marco Island regarding Tommie Barfield Elementary School Baseball Field, and Agreement between Marco Island Academy and City of Marco Island regarding Tommie Barfield Elementary School Baseball Field - Casey Lucius, Ph.D., Assistant City Manager
Body
BACKGROUND:
In July 2022, City Council directed the City Manager to enter into an agreement with Collier County Public Schools (CCPS) for the use and maintenance of Tommie Barfield Elementary School baseball field. Because the primary beneficiary of this agreement would be the Marco Island Academy (MIA), staff subsequently developed an agreement with MIA for the use, maintenance and capital improvements of the field. The two interlocal agreements were approved by City Council and each school board in October 2022.
In July 2024, the City was notified by MIA leadership that they wished to dissolve the agreement and no longer planned to use or maintain the baseball field. As a result, the City Manager contacted CCPS leadership and requested to dissolve the CCPS-City agreement related to the use and maintenance of Tommie Barfield baseball field. The City also inquired as to other school groups or little league groups that would like to assume the maintenance responsibilities, but there was little interest from other organizations. CCPS has agreed to dissolve the agreement and take over the baseball field. The City will no longer have an interest or responsibility in the use of Tommie Barfield baseball field.
The City attorney has drafted the attached dissolution documents for City Council approval. They will then be sent to each respective school board.
