BACKGROUND:
The City publicly bid the Tide Leveling - Canal Flushing Improvement project and received bids that were substantially higher than expected. The City of Marco Island Codes of Ordinances, Chapter 2, Article V, Division 2, Section 2-260, Rejecting Bids: Negotiation, indicates that bids can be rejected if: (2) They are materially higher than expected; and also if: (4) Sufficient funds are not available. Since all bid responses to ITB 2024-020 meet these conditions, staff recommends rejecting the bids for ITB 2024-020 and seeking additional state legislative appropriation funding in FY 2025.
This project (ITB 2024-020) was advertised on April 7, 2024. The project was broadcast to 1,490 vendors; 27 downloaded the bid package; and the City received a total of two bids on August 5, 2024 as follows:

The budgeted amount was $2,096,500 inclusive of $786,000 in state legislative appropriation funding. City staff will proceed with requesting $3M in additional funding from the state in FY 2025.
FUNDING SOURCE / FISCAL IMPACT: N/A. Additional state funding will be requested in FY 2025.
RECOMMENDATION: Reject the bids for the Tide Leveling - Canal Flushing Improvement Project (ITB 2024-020) and direct staff to seek additional state legislative appropriation funding in FY 2025.
