Authorize the City Manager to Issue a Purchase Order to Capital Contractors LLC. for Renovating the Building Department to Meet ADA Code Compliance in the Amount of $198,100.00 - Joe Parrilli, Director, Fleet & Facilities
Body

BACKGROUND:

When an existing commercial building undergoes alterations, the Florida Building Code requires that a portion of the project budget be dedicated to improving accessibility. Specifically, 20 percent of the total project cost must be applied toward accessibility upgrades when alterations occur. This requirement ensures that accessibility is progressively improved in existing buildings without imposing an undue financial burden on property owners. In 2022, the city completed a first-floor improvement project within the Building Department located at 1310 San Marco Road, Marco Island. This project triggered the 20 percent accessibility allocation requirement. The permit for this work remains open because one of its conditions requires that the existing restroom be upgraded to meet ADA accessibility standards. Completing this restroom renovation will fulfill the outstanding accessibility requirement associated with the 2022 project. The intent of the Florida Building Code is to promote incremental movement toward full accessibility as renovations and alterations take place.

Applicable Code Sections:
• Florida Building Code, Accessibility Section 202.3
• Florida Building Code, Accessibility Section 202.4

By completing the required restroom upgrades in conjunction with the proposed customer service area renovation, the city advances compliance with accessibility standards.

FUNDING SOURCE / FISCAL IMPACT:

The building department ADA renovations will be funded by 300-5200-5240-606200-27007 using contract 2023-030. This project was approved during the 2027 CIP process.
