BACKGROUND

 

There have been complaints about the area of operations of some beach vendors. Specifically, pre-set up of chairs and umbrellas.

ARTICLE II. - BEACH MANAGEMENT AND VESSEL CONTROL

Sec. 54-36. - Regulation of use and conduct on the beach.

Sec. 54-32. - Definitions

Sec. 54-38. - Beach permits; concession operations, equipment rentals and vendors on the beach and adjoining waters.

Potential specific regulation areas:

 

§                     Require removal from the beach daily at specific times

§                     Revise code to limit to only as-needed on-demand distribution with staging in only a specific area, including potential height and trailer size restrictions.

§                     Limit pre-setting to a specific amount of equipment (chairs, loungers, and umbrellas, etc.)

ex. 0.1 chairs & umbrellas per lineal ft of beach frontage per beach furniture operator.

§                     Require specific setbacks from the property line and high-water line for setup of vendor equipment. Require a set-up plan for the vendor permit.

§                     Expand storage limitations to only in specific, limited areas on a vendor operation plan.

§                     Prohibit overnight storage of equipment on the beach.
