BACKGROUND:
The City of Marco Island's North Water Treatment Plant (NWTP) utilizes the lime softening process, has a permitted capacity of 6.67 million gallons per day, and treats raw surface water from lakes located approximately 9 miles north of Marco Island. Treated water from NWTP enters the City's potable water distribution system via a high service pump station (HSPS).
The NWTP's HSPS was built in 2008 and is designed to house four high service pumps; however, only 3 high service pumps were installed during construction. The Florida Department of Environmental Protection (FDEP) rule 62-555 requires that the high service pumping system meets the peak-hour water demand. Each of the three high service pumps are able to pump 1/3 of the peak hourly flow. In the event of a pump failure, a fourth high service pump is needed to maintain the firm capacity of the pump station as required.
Peerless Pump is the original manufacturer of the pumping system installed in 2008 and Tom Evans Environmental is the sole supplier for Peerless Pump products. While there are other vertical turbine pumps manufactures, Peerless Pumps are compatible with the existing infrastructure, control systems, and existing operating procedures. Therefore, for this purchase staff recommends utilizing a non-competitive procurement, as defined in the City Code of Ordinances, Article V. Division 2, Section 2-255 (c) to accomplish this replacement in accordance with the following ordinance criteria:
