Presentation - Black & Veatch Findings: Advanced Wastewater Treatment Technology Evaluation and Cost Analysis - Jeffrey E. Poteet, General Manager, Water & Sewer

Body

BACKGROUND

At the direction of City Council and in response to community concerns regarding water quality, City staff initiated a professional engineering evaluation to assess the feasibility, effectiveness, and cost of upgrading the City’s Reclaimed Water Production Facility (RWPF) to meet Advanced Wastewater Treatment (AWT) standards. The City retained Black & Veatch (B&V) to conduct an independent technical review of available nutrient removal technologies capable of achieving enhanced nitrogen and phosphorus reduction.

As part of this effort, B&V evaluated multiple treatment approaches, including both conventional and emerging technologies, to determine their suitability for Marco Island’s existing wastewater infrastructure. The evaluation includes an assessment of technical performance, constructability, operational considerations, and overall lifecycle costs, including both capital investment and long-term operating and maintenance (O&M) costs associated with potential upgrades to the RWPF.

The purpose of this workshop is to present Black & Veatch’s findings and recommendations, including a comparison of treatment alternatives and their associated costs. This information will help provide City Council with a clear understanding of the potential financial and operational implications of implementing AWT-level nutrient removal and will support informed decision-making regarding the future of wastewater treatment and water quality management on Marco Island.
