BACKGROUND

 

At the direction of City Council, staff presented an overview of electric bicycles during the May 8, 2025 Council Meeting. The presentation covered crash and incident data, patrol observations, maps of shared-use paths and bike lanes, and a comparison of regional ordinances. Council expressed support for amending existing ordinances to govern the operation of electric bicycles on sidewalks, shared-use pathways, and within city parks.

At the July 7, 2025 City Council meeting, Council approved an amended first reading of the Ordinance, to include:  at line 235, the 15-mph speed limit was reduced to 10 mph.  And  at lines 236-237, the specified roadways were deleted as well.

PUBLIC NOTICE REQUIREMENTS:   Ordinance read by title on at least 2 separate days and shall be noticed in a newspaper of general circulation at least 10 days prior to the second reading.
