Summary of Recent State Legislation Impacting Municipal Budgets and Recommending a Full Time Position in Finance - Casey Lucius, PhD, City Manager

BACKGROUND:
The attached memo outlines the impact of Senate Bill 4-F and House Bill 1329. These bills will require additional staff work in the finance department to include additional financial reporting, websites, public noticing, budget cutting workshops, and more. The bills will also impact how City Council votes on future millage increases.
The current Controller in the Finance Department is separating at the end of October. That position has been funded through December, but I am requesting to fund the position through the end of the 2027 fiscal year. Having this position fully staffed will allow the new Finance Director to restructure to allow additional support in the Budget office with the Controller focusing primarily on accounting and audit, and supporting the Finance Director with treasury functions.
FUNDING SOURCE / FISCAL IMPACT: The anticipated cost, in include benefits, to fund the Controller position through the end of the fiscal year will be no more than $100,000 to be funded through the general government contingency. No additional funding is required in the FY27 budget since there were savings in insurance and savings from the fire truck balloon payment that was made in FY26.
RECOMMENDATION: Read and discuss the attached memo. Approve the additional full-time position in the Finance Department.
