BACKGROUND:

The City Council have directed staff to bring to the Planning Board Sec. 30-86 - Supplemental standards and regulations, for a discussion regarding boat parking on developed residential lots.

A citizen approached the City Council during audience participation and would like the code changed to allow for boat storage on his lot.

Currently, parking boats and boat trailers are prohibited except for the following:
a. When boat or boat trailer is parked within the confines of a fully
enclosed structure such that it cannot be seen from any abutting
property, public way, or waterway.
b. On a temporary basis, not to exceed eight hours, for the purpose of
loading, unloading, and cleaning.
c. When moored, berthed, or stored on an approved boat docking
facility.

PLANNING BOARD:

The Planning Board discussed this matter. The Board discussed privacy fencing and height of fencing. Variance procedures for fencing. The size of boats. The number of boats that could be stored. Boat storage during a hurricane. Views from neighboring properties. And current boat storage violations.

The item was voted on to change the code to allow boat storage on residential properties. The motion failed 4-2.

OTHER DISCUSSION AT THE PLANNING BOARD MEETING:

The Planning Board questioned why the City Council did not direct the citizens who would like a change, apply for a change through our approved Land Development Code process. This requires and application and associated fee.

The Planning Board voted 6-0 to recommend the City Council follow the code, requiring an applicant to apply per Sec. 30-62 (a) (4) of the Land Development Code.
