BACKGROUND

 

The City publicly bid the replacement of the West Winterberry bridge. Bids opened on 3/7/24.  The city received three (3) bids.  The low bid was $8.7M which includes $1M for accommodations of the water and sewer mains.  The budgeted amount for this project was $7M which includes $1.7M in FDOT grant funds.  Staff asked the contractor and the design engineer to conduct value engineering to see if cost reductions are possible.  The contractor provided a proposal to reduce the construction costs by $913,480 resulting in a total contract price of $7,784,419.

 

The following options will be presented to the council for consideration:

 

1.                     Award the contract as bid… $8.7M. Fund $1M from the water and sewer enterprise fund.

2.                     Award the contract with the value engineering reductions for a total of $7.8M.

3.                     Fund the water and sewer-related items in options #1 or 2 with $1M from the water and sewer enterprise fund.  This will reduce the general fund need by the same amount.

4.                     Reject the bids, forego the grant, and proceed with a bridge rehabilitation instead of replacement.  Rehabilitation is expected to be $2M.  Rehabilitation should result in at least 10 years without the need to replace.

5.                     Reject the bids, and do nothing.

 

 

FUNDING SOURCE / FISCAL IMPACT:  Potentially: $5.3M from PW CIP general fund, $1.7 from FDOT grant, $1M from the water and sewer enterprise fund depending on the option selected.

 

 

RECOMMENDATION: Staff recommends option #4.

 

 

POTENTIAL MOTION: “I move to approve option [state option #] ”.
