BACKGROUND:
On September 24, 2023, the City advertised an Invitation to Bid (ITB) No. 2023-035 for the renewal of the spray park at Frank E. Mackle Park. This project is to renew the water spray park, built in 2007, due to the deterioration of its physical condition and serviceability after fifteen (15) years of operation.

One hundred and twenty-four (124) bidders were notified, sixteen (16) bidders downloaded the bid package, and the City received no (0) responsive bids.

On January 28, 2024, the City re-advertised Invitation to Bid (ITB) No. 2024-017 for the renewal of the spray park at Frank E. Mackle Park. This bid incorporated feedback from contractors who downloaded the previous package but did not submit a bid.

One hundred forty-eight (148) bidders were notified, twelve (12) bidders downloaded the bid package, and the City received one (1) responsive bid. That bid was significantly over budget and lacked adequate competition. As a result, the bid was rejected per Section 2-260 (a)(2) and (6) of the City of Marco Island's Purchasing Ordinance.

After two (2) unsuccessful formal bids, the Fleet and Facilities Department received approval to negotiate directly with vendors to establish a contract.

The City reached out to four vendors. Two of the vendors chose not to submit quotes following site visits and review of the scope of work. Ultimately, the city was able to successfully negotiate with two (2) vendors, resulting in Quality Pools for Less providing the lowest responsible proposal for $308,400.00.
