BACKGROUND:
At the direction of City Council, staff presented an overview of electric bicycles during the May 8, 2025, Council Meeting. The presentation covered crash and incident data, patrol observations, maps of shared-use paths and bike lanes, and a comparison of regional ordinances. Incorporating this information and Council feedback, staff, working with the City Attorney, drafted a proposed ordinance with recommended regulations. Council expressed support for amending existing ordinances to govern the operation of electric bicycles on sidewalks, shared-use pathways, and within city parks.

PUBLIC NOTICE REQUIREMENTS: Ordinance read by title on at least 2 separate days and shall be noticed in a newspaper of general circulation at least 10 days prior to the second reading.
