BACKGROUND:
On February 22, 2022, Marco Island City Council passed Resolution 22-03, establishing criteria to determine who may have the authority to approve expenditures, execute contracts, legal documents, personnel matters, and other matters as may be appropriate for the City. This document was originally written in 2011, then updated in 2022. The attached Resolution reflects 2025 updates to keep up with other updated purchasing policies and finance practices.
This document has served the City’s operations very well throughout the years. However, staff recommends minor updates. Last year the Finance Director updated the definition of “Capital” purchases from $3,000 to $5,000, and the purchasing policy was updated to reflect purchases that require three quotes from $3,000 to $5,000. This updated matrix changes the Directors authority to approve purchase orders, agreements, and credit card authorizations from $3,000 to $5,000. Other expenditure limits remain unchanged - up to $10,000 for purchasing/risk manager, $10,000 - $50,000 for City Manager and over $50,000 for City Council.
Attached is a Resolution to Delegate Signature Authority and a Signature Authority Matrix for Council consideration.
