BACKGROUND:
The existing corrugated metal storm sewer outfall pipe located between 742 and 746 Pelican Court has experienced significant corrosion and structural failure resulting in the collapse of portions of the pipe. The failed pipe has created voids beneath the adjacent sidewalk and surrounding ground surface, creating a hazard and potential liability to adjacent properties and the public.

The project consists of replacing approximately 130 linear feet of existing 12-inch diameter corrugated metal pipe extending from the roadway to the canal with new high-density polyethylene (HDPE) pipe. The replacement pipe will be thermally fused to create a continuous, watertight system without joints, thereby improving long-term durability and reducing future maintenance requirements.

The project also includes replacement of affected portions of the sidewalk and seawall penetration associated with the stormwater outfall system. In addition, grout will be injected to fill voids in the surrounding soil and annular space at the seawall penetration to stabilize the area and prevent future settlement.

Because of the deteriorated condition of the existing infrastructure and the potential for additional collapse, settlement, and damage to adjacent improvements, this is an urgent repair requiring immediate action to mitigate further damage and reduce potential liability exposure to the City.
