BACKGROUND: City Council authorized a purchase order to Earth Tech Enterprises, Inc. at its November 4, 2024 council meeting for restoration of the berm that was damaged by Hurricanes Helene and Milton. That purchase order was based on an estimated amount of work. However, the completion of the work exceeded the amount estimated, and additional funds were needed to finish the restoration by February 15 to coincide with the start of shore bird nesting season in accordance with the state permit.

The Hideaway Tax District Board unanimously approved the additional expenditure at its February 4, 2025 meeting, and the City Manager directed the purchase and informed City Council in accordance with the emergency procurement provision of the city's purchasing ordinance.

The expenditure includes excavation, loading, hauling, spreading, and grading of additional sand needed and restoration of the mangrove shoreline. Sand Dollar spit is a nature-based solution that serves as the first line of defense against erosion of infrastructure and homes in the Hideaway Beach community in the northwestern tip of Marco Island, of the Tigertail Lagoon tidal feed channel, and of the designated critical wildlife area habitat for shore birds, sea turtles, and marine life.
