BACKGROUND: The ground above the city drainage outfall pipe located in the easement between 1211 and 1221 Marlin Ct. is subsiding and poses a risk of settlement damage to the adjacent homes and pool slabs and a safety hazard for persons who could trip or fall because of the ground subsidence. City staff inspected the storm sewer pipe and observed holes caused by significant corrosion that are allowing surrounding soil to enter and fill portions of the pipe. The proposed pipe replacement work also includes replacing the brick pavers in areas needing repair. On December 4, 2023, City Council awarded Contract #2023-029 to Titan Concrete & Utilities, Inc.
FUNDING SOURCE / FISCAL IMPACT: This repair will be funded through the Citywide Drainage Improvements account (Account No. 300-5400-5410-606300-16027). Funding will be available following the transfer of $600,000 from Emergency Reserves to cover Citywide Drainage Improvement costs for the remainder of Fiscal Year 2026. City Council approved this transfer of funds during the Monday, April 6, 2026 Meeting (6-0 vote).
RECOMMENDATION: Authorize the City Manager to issue a Purchase Order to Titan Concrete & Utilities, Inc., in the amount of $97,631.12 for the stormwater pipe replacement at 1211 Marlin Court under the City Public Infrastructure Construction Services Contract 2023-029, allowing the necessary repairs to proceed without delay.
