Municipal Code Audit Update - Jeff Katims, Complete Cities

BACKGROUND:
On February 22, 2022, City Council approved hiring a consultant to conduct a Municipal Code Audit in an effort to identify conflicts in the code, eliminate redundancy, revise the code for clarity, and update references to State law. In April 2023, Mr. Jeff Katims presented his findings and recommendations to the City Council and the Council directed the following activities.
• Centralize and consolidate penalties and abatement areas of the Code
• Standardize appeals and definitions
• Relocate chapters on sexual predator and hurricane preparedness
• Place fees and applications in separate documents
• Determine if any policies should become administrative policies outside of the Code of Ordinances
FUNDING SOURCE / FISCAL IMPACT:
$58,250 was approved in the FY23 budget for this project plus another $3,250 per Council workshop. A portion was spent in FY23 and the remainder is in the FY24 budget.
RECOMMENDATION: Listen to Mr. Katims update and recommendations for next steps and provide any further direction on this project.
