BACKGROUND:
The City Council funded an updated transportation Level of Service (LOS) study for 2025-26, revising the 2012 report. Traffic counts were collected in early 2026. Josh Hildebrand and Leah Holmes from Apex, LLC will present the attached summary. Policy 1.2.1 of the Comprehensive Plan contains the LOS standards approved by the City Council.
Transportation Element of the Comprehensive Plan
Objective 1.2
Plan for appropriate Levels of Service (LOS) and system capacity throughout the City’s multimodal transportation system.
Policy 1.2.1
The City shall monitor and regulate the timing of development, construction of roadway City of Marco Island Transportation Element, p. II-4 City of Marco Island Comprehensive Plan, Page 28 of 119 improvements, and implementation of other transportation programs to maintain prescribed level of service (LOS) standards. The City adopts the following LOS as measured by the generalized maximum daily volumes as derived from peak hour traffic conditions:
• Arterials - LOS D
• Collier Blvd from the Jolley Bridge to San Marco Road - LOS C
• Collectors - LOS D
• Local Roads - LOS D
