BACKGROUND: Following the July 7, 2025, City Council meeting, the Council directed the Waterways Advisory Committee to conduct an evaluation of the proposal from Richard Eckstein, Founder of Nature’s Best Topsoil.

RECOMMENDATION: The Waterways Advisory Committee has been tasked with reaching out to Richard Eckstein to obtain further details concerning the attached proposal.
