Body
The Fire Rescue Department has been awaiting the release of the new technologically advanced cardiac monitors to replace our existing four (4) cardiac monitors which are ten (10) years old and have reached the end of service life as repair parts are no longer readily available.

Because of a delay in the release of the new cardiac monitors to the market, staff presented the upgrade of existing cardiac monitors to City Council on February 20, 2024, however the upgrade was cancelled upon notification of the release of the new cardiac monitors to the market in April 2024. Staff has also waited for the release of the new monitors to replace two (2) cardiac compression devices as the new technology provides for the cardiac monitor and compression device to "connect" to each other resulting in improved coordination of patient treatment.

Therefore, staff seeks City Council approval for the purchase of four (4) LIFEKPAK 35 cardiac monitor/defibrillators and two (2) LUCAS 3 Cardiac Compression Devices.

Firefighter Paramedics utilize cardiac monitors on a daily basis to perform 12-lead ECG analysis to analyze the electrical heart rhythm to detect a heart attack, measure blood oxygen and CO2 levels, measure blood pressure, pulse rate and deliver a shock in cardiac arrest situations.

The LUCAS 3 Chest Compression Device is a chest compression portable, mechanical device designed to assist Firefighter Paramedics in administering automated chest compressions improving quality and consistency of the compression.
