Vietnam War Memorial Update - Casey Lucius, Ph.D., Assistant City Manager

BACKGROUND:
On March 4th City Council held a workshop to discuss having a Vietnam-era statue in Veterans Community Park. The Council agreed to place a Vietnam-era statue in the park, but asked the staff to work with the American Legion Post 404 to determine the best location in the park and the scale of the proposed statue.
City staff met with members of the American Legion to discuss these items and determine options to present to City Council. Staff also consulted with the landscape architect from Kimley Horn who designed the new Veterans Community Park. Attached to the agenda are the following documents for Council consideration:
1. Diagram showing proposed scale and location from American Legion.
2. Diagram showing proposed scale and location from City staff given input from Kimley Horn.
3. Memorandum of Understanding between the City and the American Legion Post 404 outlining roles of each organization as the project moves forward.
The City Attorney reviewed and approved the proposed MOU. The American Legion Post 404 Commander also reviewed and approved the MOU.
FUNDING SOURCE / FISCAL IMPACT:
No fiscal impact at this time.
RECOMMENDATION:
1. Determine size and location for the future Vietnam-era statue in Veterans Community Park.
2. Authorize the City Manager to sign the Memorandum of Understanding (MOU).
3. Provide any feedback regarding the proposed memorial/statue design.
POTENTIAL MOTION: I move that we support the staff’s recommendation regarding the scale and location of the Vietnam-era statue and we authorize the City Manager to sign the MOU.
