Award of Contract to Ronald L. Book for Lobbying Services, Casey Lucius, Ph.D., Assistant City Manager

BACKGROUND:
The City has contracted with Ronald L. Book for lobbying services since October 1, 2014. In the past 10 years, Mr. Book’s lobbying efforts have secured over $10 million in state funding for various projects on Marco Island. The contract for lobbying services was previously procured by “piggy-backing” from another municipal contract. When that contract expired we put the lobbying services to bid to seek competitive pricing. Three firms bid on the contract:
JEJ & Associates, Inc.: $42,000
Continental Strategy: $75,000
Ronald L. Book, P.A.: $82,500
We currently pay Ronald L. Book $75,000. The contract term is one year beginning Oct 1, 2024, with three additional one-year periods at the Council’s discretion.
Four people served on the selection committee including Justin Martin, Jeff Poteet, Matthew Marshall, and Casey Lucius. Each firm was scored based on experience, approach, expertise, compensation, and references. The scoring sheets and each proposal is attached.
FUNDING SOURCE / FISCAL IMPACT: $82,500 is split between the General Fund and Water and Sewer Enterprise fund and has been included in the FY25 budget.
RECOMMENDATION: It is the committee’s recommendation to contract Ronald L. Book, P.A. for lobbying services.
POTENTIAL MOTION: I move to approve the award of contract to Ronald L. Book for lobbying services.
