BACKGROUND: The city participates in the Enterprise Vehicle Leasing Program to support the ongoing replacement and management of its fleet vehicles. The use of this leasing program was approved by City Council at its July 21, 2025, meeting and provides a cost-effective and predictable method for acquiring vehicles while reducing the City's long-term maintenance, administrative, and lifecycle costs. Approval of this item will authorize a purchase order in the amount of $566,682 to Enterprise Fleet Management Inc. for vehicle leasing services. This purchase order is based on the current fiscal year funding and will be used to fund scheduled vehicle replacements and associated leasing costs in accordance with the City's approved fleet replacement plan. Participation in the Enterprise leasing program allows the city to maintain a reliable fleet, improve operational efficiency, and ensure vehicles meet safety and performance standards.
Sufficient funds are available within the adopted budget for the applicable fiscal year, and this action is consistent with the City's procurement policies and fleet management practices

FUNDING SOURCE / FISCAL IMPACT: Funding for this purchase order is provided through Debt Service, which was established by reallocating funds from each participating department's adopted budget. This approach centralizes fleet leasing costs while maintaining departmental funding accountability. As older vehicles are turned in and sold through the Enterprise Vehicle Leasing Program, the City's monthly leasing obligations will be reduced accordingly, resulting in a gradual decrease in overall leasing costs over the fiscal year.
