Ordinance - First Reading - Amending Chapter 54 Waterways and Beaches Enacting a New Definition for Beach Kiosk and Regulations of Beach Kiosks - Daniel J. Smith, AICP, Director, Community Affairs/Growth Management Department

Body

DESCRIPTION:

The Beach & Coastal Resources Advisory Committee was directed by the City Council to review and recommend updates to the City’s beach regulations. An initial workshop was held on November 19, 2025, where City staff presented concerns regarding unauthorized vendor structures on the beach that do not comply with existing code. In response, staff proposed establishing a permit process for temporary structures, allowing vendor kiosks to be reviewed by the Building and Zoning Departments.

The Committee discussed beach vendor operations, including the pre-setting of chairs and umbrellas, and received input from residents, vendors, and legal representatives. Additional discussions addressed the use and regulation of vehicles and trailers associated with vendor activities on the beach.

The Committee continued refining proposed amendments through meetings on December 17, 2025, January 21, 2026, and February 18, 2026. Following these discussions, the Committee voted to forward the final draft to the City Attorney for legal review before presenting it to the City Council.
