FY 2024/2025 City Manager Evaluation, Process - Joan Taylor, City Clerk

BACKGROUND:
Pursuant to the City Manager's Employment Agreement (Section 4), the City Council evaluates the performance of the City Manager on an annual basis by using the evaluation form identified as "Exhibit B" of the agreement.
Starting 2022, the City Council developed additional goals from those identified in "Exhibit B", to specifically address the City Council's priorities each year.
Council shall provide their completed 2 sets of questionnaires to the City Clerk by November 17, 2025. The questionnaires will be compiled and reviewed with the City Manager at the December 8, 2025 City Council meeting.
A FY 2024/2025 self-evaluation has been attached for Council review.
Process overview:
2 sets of evaluations will be completed by Council members for City Manager McNees' review:
1. Exhibit B: Standard form that is included in the appendix of the City Manager contract.
* All the questions shall be answered;
* Scoring mechanism: 1 is the lowest rating with 5 as outstanding performance;
* Scores are averaged, and City Manager McNees will receive an averaged score by Councilor, by category and overall;
* Space has been included for comments. If more room is required, please continue with additional, labeled pages.
2. FY 2024/2025 Goals (developed September 16, 2024 Workshop)
* A supplemental review based on bespoke annual goals;
* Weighting will be applied to the different categories, as noted on the questionnaire;
* The evaluation will be averaged, by councilor, category and overall;
* Space has been provided for additional comments.
Once presented, Council shall decide the meeting format to develop FY 2025/26 goals, in addition to "Exhibit B" goals.
