Parks Master Plan & Capital Infrastructure Bond Workshop, Casey Lucius, Interim City Manager

BACKGROUND:
At the January 12, 2026, City Council Priorities Workshop, the City Council established six strategic goals to guide its focus for the 2026 calendar year. The identified goals are:
1. Identify new sources of revenue;
2. Pursue an infrastructure bond referendum;
3. Complete level of service studies;
4. Follow up on the Parks and Old Marco Master Plans;
5. Develop and implement a citywide grant policy; and
6. Build an advanced wastewater treatment facility.
The second priorities workshop will concentrate on two of these goals: the Parks Master Plan and the infrastructure bond referendum.
Staff will review with Council the Parks Master Plan recommendation developed by Perez Planning & Design, LLC (October 21, 2024 and March 17, 2025 City Council meetings) with a view to prioritize identified items.
Staff will continue discussion with Council of infrastructure items prioritized for a bond referendum.
The final Parks and Recreation Master Plan Presentation is attached for review.
The attached timetable outlines key milestones for enacting a bond referendum.
