Resolution - Opposition to a Metropolitan Planning Organization Consolidation - Casey Lucius, PhD, City Manager

BACKGROUND:
Under the General Appropriations Act (HB 5001E), Collier County, Charlotte County and Lee County MPOs must prepare and submit a consolidation feasibility report to the Governor and Legislature by December 31, 2026.
The feasibility study, funded by the Florida Department of Transportation (FDOT), will assess whether consolidating the three MPOs is practical and whether it could offer operational, financial, or regional planning advantages.
The findings are intended to inform future policy discussions should any legislative body or MPO Board choose to revisit the topic of maintaining three independent MPOs or consolidating into a single regional MPO.
The assessment will evaluate terms of governance and representation, organizational structure, funding and resource allocation, regional coordination and planning outcomes, and implementation considerations to ensure a comprehensive understanding of potential impacts.
Given the size and the various needs bespoke to Collier, Charlotte, Lee Counties and the municipalities located therein, the City of Marco Island, does not support combining of area Metropolitan Planning Councils into one Regional Council.
FUNDING SOURCE / FISCAL IMPACT: No cost to pass this resolution.
RECOMMENDATION: Approve Resolution 26-54 to support an independent Collier County MPO.
