BACKGROUND:
The Federal Emergency Management Agency (FEMA), through Section 404 of the Hazard Mitigation Grant Program (HMGP), provides financial assistance to eligible applicants to implement long-term mitigation measures that reduce risks to life and property from natural hazards. The Florida Department of Emergency Management (FDEM) serves as the State's pass-through entity responsible for administering these federal funds. Following the Presidential Disaster Declaration for Hurricane Irma on September 10, 2017, the City of Marco Island became eligible to pursue HMGP funding to support mitigation projects that strengthen critical infrastructure resilience.

Under HMGP guidelines, applicants may apply for funding without a finalized engineered design, provided a conceptual scope of work and a reasonable cost estimate are submitted. This framework allows communities to advance hazard mitigation projects based on demonstrated need, with detailed engineering completed after grant award.

In January 2019, the City submitted HMGP Project 4337-112-R, proposing installation of an emergency generator to provide reliable backup power to the City's Source Water Facility, a critical component of the municipal water supply system. On May 29, 2019, FEMA and FDEM approved the project with an estimated total cost of $2,000,000, including $1,500,000 in federal HMGP funding and a $500,000 local match.
