BACKGROUND:
The South Water Treatment Plant (SWTP) uses reverse osmosis to treat brackish groundwater from the Mid-Hawthorn Aquifer. The groundwater contains naturally occurring hydrogen sulfide (H2S), which can be released from raw-water piping and collect in the low-lying troughs that house treatment piping.
The affected troughs were constructed in 1989 (almost 40 yrs ago). Over time, H2S exposure has deteriorated portions of the concrete and corroded the metal supports beneath the trough grating. Staff has isolated and roped off the affected areas because the supports can no longer be considered safe for employees to walk across.
Staff obtained two quotes for the repairs. Capital Contractors, LLC submitted the lower quote of $75,500, compared with $89,150 from Engineered Coatings Solutions, LLC. Capital Contractors is on the City’s continuing services contract. Its proposed work includes repairing the concrete and replacing the corroded grating supports with aluminum angles and stainless steel anchors.
FUNDING SOURCE / FISCAL IMPACT:
Funding for these needed structural repairs is available in the approved FY2027 Water and Sewer Capital Improvement Program under GL Account No. 430-5300-5360-606300-16166, Structural Improvement Program. The total fiscal impact associated with this proposal is $75,500.00.
