BACKGROUND:
The Water & Sewer Administration (WS) team currently operates from temporary trailers at the water/sewer plant on Elkcam Circle. When the City acquired the Annex building, the second floor was designated for the WS team. However, substantial renovations were required to make the space suitable for staff operations.
A reconfiguration design was developed and publicly advertised for bids. Three proposals were received, and on July 24, 2024, the City Council awarded the construction contract to the lowest responsible bidder, American Design Engineering Construction, Inc. (ADEC).
During construction, several unforeseen conditions emerged that were not included in the original scope of work. To address these issues, ADEC submitted a change order request totaling $60,991.21. Following negotiations, City staff successfully reduced the cost by $7,979.00, resulting in a revised change order amount of $53,012.21. These included:

Funding is available for this expense in the FY25 Capital Reserve Fund (431-5300-5360-606900-99999).
