BACKGROUND

 

The Florida State Lodge Fraternal Order of Police , Inc. (FOP) has successfully negotiated a collective bargaining agreement with the City of Marco Island, recognizing concerns for both its members and the City.  The proposed agreement creates market comparability in salaries.  It further delineates the rights of an arbitrator in grievances that are brought forth by bargaining members.  The FOP and the City engaged in collective bargaining for three months and through the process tentatively agreed to a three-year successor agreement.  Attached you will find the tentatively agreed to successor agreement and a summary memo that describes the major proposed changes to the agreement.

 

FUNDING SOURCE / FISCAL IMPACT

 

All the financial provisions of the agreement have been reviewed by Finance and the FY25 increases were presented in the FY 25 Operations Budget Workshop.

 

RECOMMENDATION

 

The City Manager recommends that the Council adopt Resolution 24-42, which authorizes and ratifies the three-year agreement.  This agreement was reviewed by the City Attorney for legal sufficiency and approved by the FOP membership.

 

POTENTIAL MOTION:  

 

“I move approval of Resolution 24-42 to ratify the collective bargaining agreement between the Police Union and the City of Marco Island for the period of October 1, 2024 through September 30, 2027; authorizing the City Manager to sign the collective bargaining agreement on behalf of the City; authorizing the City Manager to take all actions necessary to implement the collective bargaining agreement; and providing for an effective date.”
