BACKGROUND:

Hurricane Idalia impacted the south part of the newly constructed beach berm at the Tigertail Lagoon/Sand Dollar Island Restoration area. Ahtna Marine, the contractor that completed the ecosystem restoration project provided a proposal to repair the area. The proposed cost is $47,528 to include mobilization and 11 days of work to restore the area. The City's emergency procurement policy (Sec.2-258) notes that if the City Manager determines that an emergency exists and a delay would be detrimental to the interests of the city, the City Manger is authorized to direct the purchase of any supplies or professional or contractual services needed to protect the health, safety, and welfare of the city and its residents. The city manager shall inform the City Council of the conditions and circumstances requiring such action for purchases having a dollar value exceeding $50,000.

On September 8, 2023 the City Manager determined that further damage to the Tigertail Lagoon/Sand Dollar Island Ecosystem could be mitigated and by taking immediate action. Delayed action would result in incurring additional costs to repair the damage. Therefore, the City Manager authorized a purchase order for Ahtna Marine to do the necessary repairs.

The City's 2023 contingency fund will be used to pay Ahtna Marine with the expectation that the Hideaway Beach Tax District will fully reimburse the City from their 2024 budget for these emergency expenses.
